Is the identification number on the birth certificate also the citizen identification number?
At Article 5 of Circular 59/2021/TT-BCA guiding Decree 137/2015/ND-CP. It is stipulated as follows:
Article 5. Notification of personal identification numbers and citizen information in the National Population Database.
The Citizen Identification Number, the personal identification number already present in the Birth Certificate is the personal identification number of the citizen; for cases where citizens have been issued Citizen Identification Cards or Birth Certificates with personal identification numbers, the information on the Citizen Identification Number, the personal identification number in the Birth Certificate and the information on the Citizen Identification Card or Birth Certificate will be used in transactions with relevant agencies, organizations, or individuals.
When a citizen requests notification of their personal identification number and information in the National Population Database, the citizen or their legal representative must request the Commune Police where the citizen is registered for permanent residence to issue a notification document.
The Notification form of personal identification numbers and citizen information in the National Population Database (Form No. 01 issued with this Circular) is printed directly from the National Population Database system. Citizens use this Notification to verify their information in the National Population Database with relevant agencies, organizations, or individuals.
=> Thus, according to the above regulation, the identification number on the Birth Certificate is the Citizen Identification Number to be used later.
