Is the Identification Number Issued with the Birth Certificate?
Pursuant to Article 14 of Decree 137/2015/ND-CP stipulating the order and procedures for issuing personal identification numbers for citizens registering for birth as follows:
- In the case where the electronic civil status database has been connected to the National Population Database, upon receiving all necessary documents for birth registration, the civil status management and registration agency and the electronic civil status database management agency shall promptly transfer the information of the person being registered for birth to the National Population Database; in which the following information must be collected to issue a personal identification number:
+ Full name at birth;
+ Date of birth;
+ Gender;
+ Place of birth registration;
+ Place of origin;
+ Ethnicity;
+ Nationality;
+ Full names and nationalities of the father, mother, or legal representative; except in cases where the father, mother, or legal representative cannot be identified.
The head of the National Population Database Management Agency under the Ministry of Public Security is responsible for checking the information and documents as stipulated at Point b Clause 3 Article 13 of the Law on Citizenship Identification, issuing, and promptly transferring the personal identification number to the civil status management and registration agency.
- In the case where the National Population Database has not yet been operated or the electronic civil status database has not yet been connected to the National Population Database, upon receiving the birth registration application of the citizen, the civil status management and registration agency shall promptly transfer the information as stipulated in Clause 1 of this Article to the National Population Database Management Agency via the internet with an access account provided.
The National Population Database Management Agency is responsible for providing access accounts to the civil status management and registration agency, and promptly transferring the citizen's personal identification number to the civil status management and registration agency upon receiving the birth registration information as stipulated via the internet. The civil status management and registration agency is responsible for safeguarding the access account following the regulations of the law on the protection of state secrets.
Therefore, according to the current regulations in comparison to the case you mentioned, upon receiving all necessary documents for birth registration, the civil status management, registration agency, and the electronic civil status database management agency are responsible for promptly transferring the information of the person being registered for birth to the National Population Database for the issuance of a personal identification number.
