Is Passport Re-Issuance Possible When Lost Abroad?
According to Article 17 of the Law on Exit, Entry of Vietnamese Citizens 2019, the subjects eligible for simplified procedures to be issued ordinary passports are as follows:
Persons who are overseas for a definite period and have lost their ordinary passport, desiring to return to Vietnam immediately.
Persons who are subject to a written expulsion decision by the competent authority of the host country but do not have a passport.
Persons who must return to the country under an international treaty or agreement on the readmission of citizens.
Persons issued ordinary passports for reasons of national defense and security.
Therefore, if you travel to Singapore and lose your passport and desire to return immediately, you can apply for simplified procedures for passport issuance.
Regarding the documentation:
- The applicant for passport issuance submits a lost passport report, a completed application form according to the prescribed format, 02 portrait photographs, and presents identification documents issued by competent Vietnamese authorities if available;
- Within 02 working days from the date of receipt of the application, the Vietnamese representative office abroad will review, decide on passport issuance, provide the result to the applicant, and inform the Immigration Management Agency of the Ministry of Public Security in case of disconnection from the National Database on Exit and Entry of Vietnamese Citizens;
- In case there are insufficient grounds for passport issuance, within 02 working days from the date of receipt of the application, the Vietnamese representative office abroad sends a written request according to the prescribed format to the Immigration Management Agency of the Ministry of Public Security for verification, and concurrently informs the applicant in writing;
- Within 02 working days from the date of receipt of the written exchange, the Immigration Management Agency of the Ministry of Public Security replies in writing to the Vietnamese representative office abroad regarding passport issuance;
- Within 01 working day from the date of receipt of the reply, the Vietnamese representative office abroad issues the passport and provides the result to the applicant; in case of non-issuance, they reply in writing, stating the reason;
- In case it is processed through relatives in the country filling in the application form according to the prescribed format, the Immigration Management Agency of the Ministry of Public Security receives, checks, and replies to the relatives, and notifies in writing the Vietnamese representative office abroad within 02 working days from the date of receipt of the application; within 01 working day from the date of receipt of the notice, the Vietnamese representative office abroad collects the applicant's photo, issues the ordinary passport, and provides the result.
