Is Makeup Allowed in Citizen Identification Card Photographs?
According to Clause 1d Article 12 of Circular 07/2016/TT-BCA, the procedures for issuing an identification card are as follows:
Officials from the citizen identification management agency will take photos, collect fingerprints, and note identifying features of individuals who come to complete the procedure for issuing a citizen identification card. This information will be printed on the Citizen Identification Information Receipt Form and the Citizen Identification Card as per regulations.
The citizen's portrait must be a head-on shot, with the head uncovered, the face clearly visible, both ears visible, and without glasses; attire and demeanor should be serious and respectful, and specialized occupational attire is not permitted when taking photos for the Citizen Identification Card. However, for citizens who follow religious or ethnic traditions, it is permissible to wear religious or ethnic ceremonial attire. Thus, there is no regulation prohibiting makeup when taking a citizen identification card photo. However, the photo must be a head-on shot with a clear face.
