Is it possible to reissue a lost ID card confirmation?
According to Clause 4, Article 1 of Circular 40/2019/TT-BCA, the provisions are as follows:
...
b) In the case where a citizen has been issued a Citizen Identification Card but has not been granted a Certificate of Identity Number or has lost the Certificate of Identity Number, the procedure is as follows:
The citizen submits a written request for a Certificate of Identity Number, presents the original and submits copies of the Citizen Identification Card, and copies of the nine-digit Identity Card (if available) to the file-receiving officer at the citizen identification management agency where the procedures for issuance, replacement, or reissuance of the Citizen Identification Card were carried out. The file-receiving officer checks the citizen's information; if the information is valid, they will accept the file and issue an appointment slip for result collection to the citizen; if the file is not valid, they will respond to the citizen in writing, stating the reasons clearly.
The time limit for issuing the Certificate of Identity Number is 7 working days from the date of receiving a complete and valid file.
Thus, in the case where you have lost the Certificate of Identity Number, you may apply for a reissuance. The application file includes:
- A written request for a Certificate of Identity Number;
- Present the original and submit copies of the Citizen Identification Card, and copies of the nine-digit Identity Card (if available);
The application file should be submitted to the citizen identification management agency where the procedures for issuance, replacement, or reissuance of the Citizen Identification Card were carried out.
