Is It Possible to Register for NVCA Without a Citizen Identification Card (CCCD)?
According to Article 6 of Decree 70/2019/ND-CP, the regulations on selection dossiers are as follows:
Citizens participating in the selection to fulfill the obligation to join the People's Public Security submit the following documents to the commune-level police of the commune, ward, or commune-level town (hereinafter collectively referred to as the commune-level police) where the citizen has permanent residence:
- Declaration form to fulfill the obligation to join the People's Public Security according to the Appendix form issued with this Decree, certified by the People's Committee of the commune, ward, commune-level town (hereinafter collectively referred to as the commune-level People's Committee) where the citizen resides or by the agency or organization where the person is working or studying.
- Military service registration certificate.
Thus, the selection dossier does not require the citizen identity card (CCCD) but only needs the declaration form to fulfill the obligation to join the People's Public Security and the military service registration certificate (NVQS). In the registration form, there is a section for the ID card/CCCD number, so you can enter the ID card number if you have not yet switched to the chip-attached CCCD card.
