Is it possible to keep foreign citizenship when applying for Vietnamese citizenship?

According to Clause 5, Article 23 of the Law on Vietnamese Nationality 2008, the cases of returning to Vietnamese nationality are as follows:

5. Persons permitted to restore Vietnamese nationality shall renounce their foreign nationality, except for the following persons in special cases, if so permitted by the President, who:

a/ Are spouses, natural parents or natural offsprings of Vietnamese citizens;

b/ Have made meritorious contributions to Vietnam’s national construction and defense;

c/ Are helpful to the State of the Socialist Republic of Vietnam.

6. The Government shall specify conditions on restoration of Vietnamese nationality.

According to this Clause, you can apply for return to Vietnamese nationality and keep your foreign nationality when you are a spouse, natural father, natural mother or natural child of a Vietnamese citizen, have special credit for contributing to the cause of building and protecting Vietnam's Fatherland, benefiting the State of the Socialist Republic of Vietnam and with the permission of the President.

What are the conditions for applying for Vietnamese citizenship also keeping foreign citizenship?

Pursuant to Article 14 of Decree 16/2020/ND-CP regulating the conditions for applying for Vietnamese citizenship return and at the same time applying for foreign citizenship as follows:

An applicant for restoration of Vietnamese nationality falling into any of the cases specified in Clause 5 Article 23 of Law of Vietnamese Nationality shall be considered to be a special case and proposed to the President for consideration of restoration of Vietnamese nationality without renunciation of foreign nationality if following conditions are simultaneously satisfied:

1. He/she satisfies the conditions for restoration of Vietnamese nationality according to Law of Vietnamese Nationality.

2. Retention of his/her foreign nationality upon restoration of Vietnamese nationality is satisfactory to regulations and law of said foreign country.

3. Renunciation of foreign nationality leads to impacts on his/her rights and benefits in the foreign country.

4. He/she does not utilize foreign nationality to harm legal rights and benefits of agencies, organizations and individuals; harm national security and benefits, social order and safety of the Government of Socialist Republic of Vietnam.
