Is it possible to apply for an ordinary passport for the first time in any province?

Clause 3, Article 15 of the Law on Exit, Entry of Vietnamese Citizens 2019 provides regulations on the issuance of ordinary passports within the country, as follows:

Applications for the initial issuance of a passport shall be submitted at the Immigration Management Agency of the Provincial Public Security where the applicant has permanent residence or temporary residence; in case of holding a Citizen Identification Card, the application can be submitted at the Immigration Management Agency of the Provincial Public Security at any convenient location.

According to this regulation, only the case of citizens holding a Citizen Identification Card can apply for a passport at the Immigration Management Agency of the Provincial Public Security at any convenient location (any convenient province or city).

Currently, many citizens have been issued Citizen Identification Cards, however, not all. Only those citizens who have been issued the Citizen Identification Cards can apply for the initial issuance of passports at any convenient location. Other cases must apply at the Immigration Management Agency of the Provincial Public Security where they have permanent or temporary residence.
