Is it Permissible to Take Black-and-White Photos for the Citizen Identification Card (CCCD)?
Based on Clause 4, Article 5 of Circular 60/2021/TT-BCA stipulates:
Portrait photography of citizens
A portrait photograph of a citizen when processing the procedures for issuance, renewal, or reissuance of the Citizen Identification Card must be a color photo with a white background, taken from the front, with the head uncovered, clearly showing the face and both ears, without glasses; attire and demeanor must be formal and respectful. In cases where a citizen follows a religion or ethnicity, they are allowed to wear religious or ethnic ceremonial attire; if there is a headscarf, it may be kept on but must ensure the face and both ears are clearly visible.
Thus, the law clearly stipulates that when taking a portrait photograph of a citizen, it must be in color to fully display information as well as the identification of that citizen.
