My citizen identity card has been damaged after being used for a long time. Can I apply for renewal of it? Which authorities shall I apply for renewal of my citizen identity card?
Is it permissible to renew a damaged citizen identity card in Vietnam?
Pursuant to Clause 1 Article 23 of the Law on Citizen Identification in 2014, a citizen identity card shall be renewed in the following cases:
- The cases specified in Clause 1, Article 21 of this Law;
- The card is damaged and unusable;
- Change of family name, middle name, first name and characteristics for identification of the card holder;
- Gender re-assignment or native place re-determination;
- There is incorrect information in the citizen identity card;
- Upon request of the card holder.
As regulations above, your damaged citizen identity card can be renewed.
Which authorities shall renew citizen identity cards in Vietnam?
Pursuant to Article 26 of the Law on Citizen Identification in 2014, citizens may choose any of the following places for carrying out procedures for grant, renewal or re-grant of citizen identity cards:
- The citizen identification management agency of the Ministry of Public Security;
- Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;
- Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;
- When necessary, competent citizen identification management agencies shall carry out procedures for the grant of citizen identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

What are procedures for renewal of citizen identity cards in Vietnam?
Pursuant to Article 11 of the Circular 59/2021/TT-BCA stipulating procedures for issuance, revision, re-issuance of Citizen Identity Cards in Vietnam as follows:
- Citizens shall apply for issuance of Citizen Identity Cards at competent police authorities capable of receiving application for issuance, revision, re-issuance of Citizen Identity Cards in person.
- Police officers receiving application for issuance, revision, re-issuance of Citizen Identity Cards shall collect citizen information: Search for citizen information on National database on population; select class and appearance description; collect fingerprints; take portrait photos; print Citizen Identity Card information collection form, population information collection form (if any), population information update, revision form (if any) to allow citizens to inspect, sign and specify full name; collect charges as per the law; issue notice on result collection date.
-. Collect ID Cards, current Citizen Identity Cards in case citizens apply for conversion from ID Cards to Citizen Identity Cards or revision of Citizen Identity Cards.
- Research Citizen Identity Card storage to verify citizen information (if any).
- Process and approve applications for issuance, revision, re-issuance of Citizen Identity Cards.
- Return Citizen Identity Cards and results of issuance, revision, re-issuance of Citizen Identity Cards. In case citizens register for returning Citizen Identity Cards to specific address, police authorities shall produce lists and cooperate with delivery service to implement while citizens shall pay delivery fees as per the law.
