Is It Permissible to Have Someone Else Submit the Marriage Registration Application?
According to Clause 1, Article 2 of Circular 04/2020/TT-BTP:
The individual requesting the issuance of a copy of a civil status extract, the issuance of a Certificate of Marital Status, or requesting the registration of civil status matters as stipulated in Article 3 of the Civil Status Law (hereinafter referred to as the civil status registration request) may authorize another individual to perform these tasks on their behalf; except in the case of marriage registration, marriage re-registration, or the registration of parent-child recognition, authorization to another individual is not permitted. However, one party may directly submit the application to the competent civil status registration authority without needing a written authorization from the other party.
Thus, for marriage registration, you will not be allowed to authorize someone else. However, you may have another person directly submit the application to the competent civil status registration authority. In this case, written authorization from the other party is not required.
