Is it permissible for overseas people holding Vietnamese nationality to be granted with ID cards?

Pursuant to Article 19 of the Law on Citizen Identification in 2014 stipulating persons eligible for grant of citizen’s identity cards and citizen’s identity card number as follows: 

1. Vietnamese citizens aged full 14 years or older are eligible for grant of citizen’s' identity cards.

2. The citizen’s identity card number is the personal identification number.

Pursuant to Article 5 of the Law on Vietnamese Nationality in 2008 stipulating relationships between the State and citizens as follows: 

1. Persons who hold Vietnamese nationality are Vietnamese citizens.

2. Vietnamese citizens have their citizen rights guaranteed by the State of the Socialist Republic of Vietnam and have to fulfill their citizen obligations toward the State and the society as prescribed by law.

3. The State of the Socialist Republic of Vietnam adopts policies to create conditions for Vietnamese citizens in foreign countries to enjoy their civic rights and fulfill their civic obligations in conformity with the circumstance of living away from the country.

4. Rights and obligations of overseas Vietnamese citizens who also hold foreign nationality comply with relevant laws.

As above regulations, if you are holding Vietnamese nationality, you are permissible to be granted with ID cards.

Where to register for ID cards?

Pursuant to Article 26 of the Law on Citizen Identification in 2014 stipulating places for carrying out procedures for grant, renewal and re-grant of citizen’s identity cards as follows: 

Citizens may choose any of the following places for carrying out procedures for grant, renewal or re-grant of citizen’s identity cards:

1. The citizen identification management agency of the Ministry of Public Security;

2. Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;

3. Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;

4. When necessary, competent citizen identification management agencies shall carry out procedures for the grant of citizen’s identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

Therefore, you can register for ID cards at prescribed places.
