Is It Necessary to Return to the Place of Permanent Residence for Chip-Based Citizen ID Card Issuance?
Article 16 of Circular 07/2016/TT-BCA stipulates the decentralization of the issuance, renewal, and reissuance of Citizen Identity Cards as follows:
When the National Database on Population and the Citizen Identity Database have not yet been operational or have not gathered sufficient information about the citizens, the decentralization for the issuance, renewal, and reissuance of Citizen Identity Cards shall be implemented as follows:
Citizen Identity Management Agencies of District Police and equivalent administrative units shall receive the application dossiers for the issuance, renewal, and reissuance of Citizen Identity Cards for citizens who have registered their permanent residence in that locality.
Citizen Identity Management Agencies of Provincial Police shall receive the application dossiers for the issuance, renewal, and reissuance of Citizen Identity Cards for citizens who have registered their permanent residence within the scope of the province or centrally-governed city; the cases of renewal of Citizen Identity Cards as stipulated at points a, b, Clause 1, Article 23 of the Law on Citizen Identity and reissuance of Citizen Identity Cards for citizens who have registered their permanent residence in other provinces or centrally-governed cities.
The Citizen Identity Management Agency of the Ministry of Public Security shall receive the application dossiers for the renewal of Citizen Identity Cards upon citizen’s request and other special cases as decided by the head of the Citizen Identity Management Agency of the Ministry of Public Security.
Currently, the National Database on Population and the Citizen Identity Database have not been operational. Therefore, sufficient information about citizens nationwide has not been gathered. Hence, if you want to go through the procedure for issuing your first chip-based Citizen Identity Card, you have to go back to the place where you registered your permanent residence (Hanoi).
However, after the Database becomes operational, Citizen Identity Cards will also be issued to those who are temporarily residing without needing to return to the place where they registered their permanent residence.
