An individual has the right to be registered at birth from the moment of birth.
An individual must be registered at death.
A child born alive for 24 hours or more and then dies must be registered for both birth and death; if born alive for less than 24 hours, there is no requirement to register for either birth or death, unless requested by the biological father or mother.

According to Article 52 of the Law on Civil Status 2014, the procedures for death registration are as follows:
The person registering the death submits the prescribed declaration and Death Notice or other documents substituting the Death Notice to the civil status registration agency.
Immediately after receiving the full documents as prescribed in Clause 1 of this Article, if the death registration is valid, the official handling civil status will record it in the Civil Status Register and sign alongside the person registering the death. The Department of Justice reports to the Chairman of the District-level People's Committee to issue an extract of the civil status for the person registering the death.
In case verification is needed, the time limit for resolution is not more than 03 working days.
- After registering the death, the District-level People's Committee must notify the Ministry of Foreign Affairs in writing, accompanied by the civil status extract, to notify the competent authority of the country of which the deceased was a citizen.
