Is it necessary to obtain a confirmation of the old ID card when applying for a chip-based Citizen Identification Card (CCCD)?
According to Clause 1, Article 12 of Circular 59/2021/TT-BCA, regulations on verifying the Identity Card number and Citizen Identification number are as follows:
The QR code on the Citizen Identification card stores information about the Citizen Identification number and the Identity Card number. Agencies, organizations, and individuals verify information about the Citizen Identification number and the Identity Card number of citizens through scanning the QR code, without requiring the citizens to provide the Certificate of Identity Card number or Citizen Identification number.
Therefore, if you have been issued a chip-embedded Citizen Identification card which contains information about the Identity Card number, you are not required to obtain a certificate of the old Identity Card number when carrying out administrative procedures. However, in cases where the QR code on the chip-embedded Citizen Identification card does not contain information about the old Identity Card number, the police agency handling the Citizen Identification card issuance request is responsible for issuing a Certificate of the old Identity Card number to the citizen upon request.
As such, you may go to the citizen identification management agency to check the information on the card or check via QR code scanning on a personal phone. If the information is not available, you can request the issuance of a certificate of the old Identity Card number.
