Is it necessary to bring a birth certificate when applying for a chip-based Citizen Identification Card (CCCD)?
According to Clause 2, Article 1 of Circular 40/2019/TT-BCA, the following is stipulated:
...
b) Officers receiving the application for issuing Citizen Identification Cards at the Citizen Identification management agency shall check and compare the citizen's information in the Citizen Identification Declaration Form (in case the citizen declares online, the information is collected through barcode reader devices or information collection devices into the system) with the information in the National Population Database that is connected to the Citizen Identification Database to accurately determine the person who needs the card issued and to unify the information content about the citizen;
In case the National Population Database has not yet been operational, it is required for the citizen to present the household registration book. If the information in the household registration book is incomplete or does not match the information declared by the citizen in the Citizen Identification Declaration Form, it is required for the citizen to present their Birth Certificate, old Identification Card, or other legal documents related to the information needed in the Citizen Identification Declaration Form;
Based on the above regulations, citizens changing their identification cards to the CID with a chip need to bring the following documents:
- Identification Card;
- Household registration book (Currently, the National Population Database has not yet been operational, so it is still required to present it);
- Birth Certificate or other legal documents in case the information declared by the citizen in the application form for the chip-based CID differs from the information in the household registration book or in the National Population Database.
Therefore, if there is no change in the information compared to the declaration form and household registration book, you do not necessarily have to bring the birth certificate.
