Is it mandatory to enlist in the military if one fails the university entrance exam?
According to Article 4 of Circular 148/2018/TT-BQP, citizens are eligible for selection and call-up for military service when they meet the following standards:
Standard 1: Age
- Citizens aged from 18 to the end of 25.
- Male citizens who have received training at the college or university level and have been granted a temporary deferment of enlistment during one training course of one education level will be selected and called up for enlistment until the end of 27 years old.
Standard 2: Political criteria:
- Implemented in accordance with Joint Circular 50/2016/TTLT-BQP-BCA.
- For agencies, units, and key confidential positions in the Army; the Guard force, Ceremonial Guard; the Professional Military Guard and Control force, selection will be conducted according to the regulations of the Ministry of National Defense.
Standard 3: Health:
- Select citizens with health types 1, 2, 3.
- For agencies, units, key confidential positions in the Army; the Guard force, Ceremonial Guard; the Professional Military Guard and Control force, according to the regulations of the Ministry of National Defense.
- Do not enlist in the Army citizens with health type 3 eye refraction disorders (myopia of 1.5 diopters or more, hyperopia of any level); drug addiction, HIV, AIDS.
Standard 4: Education:
- Select and call up citizens with educational attainment of grade 8 or higher, in descending order. Localities facing difficulties in meeting recruitment quotas should report to the competent authority for consideration and decision on selecting citizens with educational attainment of grade 7.
- Communes in remote, isolated areas, or those with specially difficult socio-economic conditions as regulated by law; ethnic minorities under 10,000 people can recruit up to 25% of citizens with primary school education, the remainder must have attained middle school education or higher.
Thus, you are not necessarily required to perform military service if you fail to get into university. If you meet the above standards and are not in the cases of deferment or exemption from military service, you may be called up for military service.
