Answer:
Pursuant to Article 29 of the Law on Civil Status in 2014 stipulating procedures for civil status supplementation as follows:
1. Requesters for civil status supplementation shall submit declarations, made according to a set form, and relevant papers to the civil status registration agency.
2. Immediately after receiving complete papers specified in Clause 1 of this Article, if seeing that the civil status supplementation request is proper, the justice and civil status officer shall record the supplemented content in the relevant section in the civil status book and together with the requester sign in the civil status book, and report to the chairperson of the commune-level People's Committee to issue an extract to the requester.
In case of civil status supplementation to birth certificates or marriage certificates, the justice and civil status officer shall record the supplemented content in the relevant column and append a seal to the supplemented content.
For the case of adding the hometown to the birth certificate, after the Chairman of the People's Committee at the commune level agrees, the justice and civil status officer will record the additional information in the corresponding section (according to the current birth certificate template) and stamp it accordingly. The process of adding this information is carried out by the justice and civil status officer.
Therefore, citizens cannot request to add information on the back of the birth certificate. They must follow the guidance mentioned above. Additionally, if there are any further questions regarding this matter, it is recommended to contact the People's Committee at the commune level for the most detailed instructions.

Can the year of birth be changed on the birth certificate in Vietnam?
In both the birth certificate and household registration book, my younger brother's birth year is recorded as 2002. Now, he wants to change it to 2000 on his birth certificate. Is this possible?

Pursuant to Article 26 of the Law on Civil Status in 2014 stipulating scope of civil status change as follows:
- Change of family name, middle name and first name of individuals in birth registration contents when there are grounds as prescribed by the civil law.
- Change of information about parents in birth registration contents after being adopted as children in accordance with the Law on Adoption.
Based on the regulations, the birth year in the birth certificate is not within the scope of change.
Furthermore, only in cases where there is an error in the birth year in the birth certificate due to the mistake of the civil status officer or the person requesting registration can it be corrected. Additionally, there must be evidence to prove the existence of such an error (Article 17 of Circular 04/2020/TT-BTP).
If it does not fall under the case of an error as mentioned above and the change is solely based on the desire of your younger brother, it will not be implemented according to the request.
Is the time of birth recorded on the birth certificate in Vietnam?
I have just given birth to my child. I would like to inquire about the current legal regulations regarding whether the birth certificate includes the time of birth or not.

Pursuant to Clause 1 Article 14 of the Law on Civil Status in 2014, birth registration contents include:
- Information of the person whose birth is registered: family name, middle name and first name; gender; birthdate; birthplace; native place; ethnicity; and citizenship;
- Information of the parents of the person whose birth is registered: full name, middle name and first name; year of birth; ethnicity; citizenship; and place of residence;
- The personal identification number of the person whose birth is registered.
Therefore, the birth certificate will only include information about the date, month, and year of birth, without specifying the time of birth of the individual being issued the certificate.
