Is a Small Penis an Exemption from Military Service?
According to the provisions of Clause 3 Article 4 of Circular 148/2018/TT-BQP, only citizens with health grades 1, 2, or 3 are selected for enlistment according to the health classification standards in Joint Circular 16/2016/TTLT-BYT-BQP.
Based on the provisions of Clause 4 Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification is based on the scores given for 8 criteria listed in the military service health examination card. To be specific:
- Grade 1: All 8 criteria receive a score of 1;- Grade 2: At least one criterion receives a score of 2;- Grade 3: At least one criterion receives a score of 3;- Grade 4: At least one criterion receives a score of 4;- Grade 5: At least one criterion receives a score of 5;- Grade 6: At least one criterion receives a score of 6.
The penile deformities that prevent citizens from meeting the health requirements for military service are specified in ordinal number 146, Section II, Appendix 1 issued together with Joint Circular 16/2016/TTLT-BYT-BQP and include:
- Hypospadias => 5 points;- Epispadias => 6 points;- Amputation of the penis => 6 points;- Duplicate urethra => 6 points.
Therefore, among the penile deformities that affect the health standards for military service, a small penis is not included. Hence, if you meet the other conditions for enlistment, you are still eligible to participate in military service according to the regulations.
