Implementation Purpose of Democracy in the Investigative Activities of the People's Public Security Forces

According to the provisions of Article 2, Circular 126/2020/TT-BCA (Effective from January 15, 2021), the content is stipulated as follows:

The implementation of democracy in the investigative activities of the People’s Public Security forces aims to promote the people's right to mastery, mobilize the active participation of the people in the fight against crime; create favorable conditions and ensure the full implementation of the rights and obligations of agencies, organizations, individuals, and participants in legal proceedings in receiving and resolving crime reports as well as in investigating and handling crimes according to the provisions of the law; contributing to the building of the Investigative Agency, the agencies of the People’s Public Security tasked with conducting certain investigative activities, commune-level Police, Police Posts, and Police Stations to be clean, sound, and efficient in their operations; preventing manifestations of bureaucracy, authoritarianism, negativity, harassment, causing trouble, infringing on human rights, and the legitimate rights and interests of agencies, organizations, and individuals.
