Answer: According to the provisions of Clause 3, Article 4 of Circular 148/2018/TT-BQP, draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

Pursuant to the provisions of Clause 4, Article 9 Joint Circular 16/ 2016/TTLT-BYT-BQP, based on the score for 8 criteria recorded in the military service health card to classify health, specifically as follows:

- Type 1: 8 indicators all score 1;

- Type 2: There is at least 1 indicator with a score of 2;

- Type 3: There is at least 1 indicator with a score of 3;

- Type 4: There is at least 1 indicator with a score of 4;

- Type 5: There is at least 1 indicator with a score of 5;

- Type 6: There is at least 1 indicator with a score of 6.

According to this regulation, stomach and duodenal diseases that lead to citizens not meeting the health conditions for military service are specified in serial number 76, Section II, Appendix 1 issued together with the Joint Circular 16/ 2016/TTLT-BYT-BQP includes:

Answer: In Clause 3, Article 4 of Circular 148/2018/TT-BQP, there are regulations on health standards for people participating in military service as follows:

3. Health requirements:

a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.

c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

=> Thus, participants must meet the health conditions as prescribed above. In case a person is infected with HIV, he is not called into military service.

Therefore, a person who does not know that he is infected will be determined through the screening process. If the result is that he is infected with HIV, he can provide the results (test paper) to the Military Service Recruitment Examination Council for review and guidance in Vietnam.

Does prostatitis require to perform military service in Vietnam?
