The People's Committee of the ward can consider and proceed with the late birth registration procedures for this person based on the provisions of Decree 158/2005/ND-CP and Circular 01/2008 of the Ministry of Justice.(These two documents are no longer in effect, however, the new documents do not specify this matter clearly)
If this person cannot prove the parent-child relationship, the sections for the parents' information can be left blank.
After completing the late birth registration procedure, this person can proceed with other procedures such as permanent residence registration and obtaining an identity card in accordance with the law.
