How to Record Place of Birth Different from Hometown on the Passport?
According to the provisions of Article 6, Decree 123/2015/ND-CP, the legal value of the Birth Certificate is as follows:
"1. The Birth Certificate is the original vital record of an individual.
All dossiers and documents of an individual containing details about their surname, middle name, first name; date of birth; gender; ethnicity; nationality; place of origin; and parental relationships must conform to the Birth Certificate of the individual.
In case the contents of the dossiers and documents of an individual differ from the contents of their Birth Certificate, the head of the agency or organization managing the dossier or issuing the documents is responsible for adjusting the dossiers or documents to match the content of the Birth Certificate."
As you have presented, you were born in Vung Tau, and the Birth Certificate also records the place of birth as Vung Tau. Meanwhile, the Identity Card and Household Registration record the place of origin as Vinh Long. The place of origin as Vinh Long here can be understood as your original hometown (your father's place of origin). Your permanent residence registration still records the place of origin as Vung Tau.
Therefore, when applying for a Passport, you must record the place of origin to match the information in the Birth Certificate, which is Vung Tau.
The above is our consultation response to your request for support.
Sincerely!
