How to Determine Re-registration of Birth Without Documentary Proof of Relationship?

In Clause 4, Article 9 of Circular 04/2020/TT-BTP, it is stipulated:

In cases where the documents of the person requesting the re-registration of birth do not have information proving the parent-child relationship, the civil registration agency shall issue a written request to the competent police authority for verification.

In cases where the police authority responds that there is no information, the civil registration agency shall require the person requesting the re-registration of birth to make a written affidavit regarding the information of the parents as stipulated in Article 4 and Article 5 of this Circular, and determine the birth details based on the written affidavit.

=> Thus, for cases where the person requesting the re-registration of birth does not have documents proving the parent-child relationship, a written verification from the competent police authority is required.
