How old do I have to be to get a citizen identity card in Vietnam?
Pursuant to the provisions of Article 19 of the Law on Citizen Identification 2014, persons eligible for grant of citizen identity cards and citizen identity card number as follows:
1. Vietnamese citizens aged full 14 years or older are eligible for grant of citizen’s' identity cards.
2. The citizen identity card number is the personal identification number.
Vietnamese citizens who are 14 years old are allowed to be issued Citizen identity cards. That means, if you were born on August 20, 2008, then on August 20, 2022 you will be 14 years old, and from 14 years old will be determined from August 20, 2022. Therefore, when you are 14 years old or older, you will be issued a Citizen identity card.
Where to get a citizen identity card in Vietnam?
According to the provisions of Article 10 of Circular 59/2021/TT-BCA to receive requests for issuance, exchange, and re-issuance of citizen identity cards as follows:
1. Citizens directly go to the competent police agency to receive requests for issuance, exchange, and re-issuance of citizen identity cards in the places where citizens permanently or temporarily reside to request issuance, exchange, and re-issuance of citizen identity cards.
2. In case a citizen requests to issue, change or re-issue a citizen identity card on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, the citizen can choose the service and check his or her information in the Service Portal of National population database, if the information is correct, register the time and location to request a citizen identity card; The system will automatically transfer the citizen's request to the Police agency where the citizen made the request. In case a citizen checks his or her information in the National Population Database, if the citizen's information is not available or has errors, the citizen must bring legal documents to prove the information content when go to the police agency where you receive requests for issuance, exchange, or re-issuance of citizen identity cards.
Based on regulations in Vietnam, there are two ways for citizens to get a citizen identity card as follows:
Method 1: Go directly to the competent police agency to receive requests for issuance, exchange, or re-issuance of citizen identity cards where citizens permanently or temporarily reside to request issuance, exchange, or re-issuance of citizen identity cards in Vietnam.
Thus, according to the new regulations in Vietnam, citizens can do citizen identity card at a temporary residence.
Method 2: Request to issue, change, or re-issue a citizen identity card on the National Public Service Portal, the Public Service Portal of the Ministry of Public Security to make an appointment in advance in Vietnam.

In what cases can I get a free citizen identity card in Vietnam?
Pursuant to Article 5 of Circular 59/2021/TT-BCA, cases of exemption or not having to pay fees are as follows:
1. Fee exemption cases
a) Change citizen identity card when the State stipulates a change in administrative boundaries;
b) Change or re-issue citizen identity cards to citizens who are fathers, mothers, spouses, and children under 18 years old of martyrs; war invalids, people enjoying the same policy as war invalids; children under 18 years old of war invalids and people receiving policies like war invalids; sick soldiers; permanent residents in border communes; permanent residents in island districts; Ethnic minorities in communes with particularly difficult socio-economic conditions; citizens belonging to poor households according to the provisions of law;
c) Change and re-issue citizen identity cards for citizens under 18 years old, orphans of both parents, and without support.
2. Cases where fees are not required
a) Citizens 14 years of age or older carry out procedures for issuance of citizen identity cards for the first time according to the provisions of Clause 1, Article 19, Clause 2, Article 32 of the Law on Citizen Identification;
b) Change citizen identity card according to the provisions of Article 21 and Point a, Clause 3, Article 32 of the Law on Citizen Identification;
c) Change the citizen identity card when there is an error in the information on the citizen identity card due to the error of the citizen identification management agency.
Therefore, citizens aged 14 years or older who apply for a citizen identity card for the first time do not have to pay a fee in Vietnam. Thus, if you go to get a citizen identity card for the first time, you do not have to pay the fee.
