How Much Money Is Required to Be Exempt from Military Service?
1. How much money must be paid to avoid military service?
According to Article 6 of the 2015 Law on Military Service, the obligations for active duty service are as follows:
- Male citizens of the age for military service are obligated to serve in active duty within the People's Army.
- Female citizens of the age for military service in peacetime may serve in active duty if they volunteer and if the military has a need.
Thus, performing military service is an obligation for male citizens from the age of 18 up to 25 (except for citizens undergoing higher education, in which case the call-up age extends up to 27).
Additionally, there is currently no provision allowing citizens to pay money to avoid military service. Therefore, if meeting all conditions, citizens must perform military service (See standards here).
This is a civic duty, so families should encourage their children to comply with the law. Avoidance of this obligation may result in penalties or criminal prosecution depending on the case.
2. Can fines be paid to avoid military service?
According to Article 6 of Decree 120/2013/ND-CP, stipulating penalties for administrative violations in the field of national defense and cryptography, it is regulated as follows:
Fines ranging from 800,000 VND to 1,200,000 VND for failing to appear on time or at the designated location for health checkups stated in the health checkup summons for military service without a legitimate reason.
Fines ranging from 2,000,000 VND to 4,000,000 VND for one of the following violations:

- Remedial measures:
a) Mandatory compliance with health checkups according to the plan of the Military Service Council for the act specified in Clause 1 of this Article;
Although those who do not undergo the military service health checkup will still have to do so after being fined.
Article 332 of the 2015 Penal Code prescribes penalties for evading military service as follows:
Anyone who fails to comply with the law on military service registration, fails to comply with call-up orders for enlistment, or orders for concentration training, and has been fined administratively for such acts or sentenced for this crime without having the previous sentence expunged, and commits the violation again, shall be subject to non-custodial reform for up to 2 years, or imprisonment from 3 months to 2 years.
Committing the crime in any of the following circumstances shall be subject to imprisonment from 1 year to 5 years:
a) Self-inflicted injury or harm to one's health;
b) Committing the crime during wartime;
c) Inciting others to commit the crime.
Therefore, you cannot pay a fine to escape military service. Intentional evasion will result in administrative penalties and possibly criminal prosecution.
