Article 21 of the Law on Citizen Identification 2014 stipulates:
The Citizen Identification Card must be renewed when the citizen reaches 25 years old, 40 years old, and 60 years old.
In case the Citizen Identification Card is issued, renewed, or reissued within 2 years before the ages specified in clause 1 of this Article, it shall still be valid until the subsequent age for card renewal.
Thus, according to the normal cycle, an individual will renew their citizen identification card at 25 years old, 40 years old, and 60 years old. In the case where your parents are 54 years old this year and wish to renew their citizen identification card, they will only need to renew it once more at 60 years old.
