Has an Individual Born on November 14, 2007 Reached the Age Required for Obtaining a Citizen Identity Card?

Point 1 Section I Circular 04/1999/TT-BCA(C13) regulates the subjects eligible for issuing ID cards as follows:

Article 3 Decree No. 05/1999/ND-CP stipulates the subjects eligible for issuing ID cards are as follows:

- Vietnamese citizens aged 14 years or older, the basis for calculating age is according to the date, month, and year of birth recorded in the household registration or birth certificate;

- Vietnamese citizens residing in the territory of Vietnam, understood as those who are living, working, studying, etc., at a specific address in the territory of Vietnam.

You were born on November 14, 2007, so not until November 14, 2021, you will turn 14. Therefore, you are currently not eligible to apply for an ID card.
