Exemptions from Military Service for Individuals with Facial Scars Exceeding 4cm²?
Based on Section II, Appendix 1 on Classification of Health According to Physical Fitness and Diseases issued together with Joint Circular 16/2016/TTLT-BYT-BQP, there are regulations as follows:
Congenital skin disorders, various types of birthmarks:
- Area over 4 cm² on the face and neck, or area over 20 cm², or scattered in many places: Score 4
According to Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the classification of health of citizens participating in the military health check is based on the scores for 8 criteria recorded in the military service health check form. Specifically:
- Type 1: All 8 criteria score 1;- Type 2: At least 1 criterion scores 2;- Type 3: At least 1 criterion scores 3;- Type 4: At least 1 criterion scores 4;- Type 5: At least 1 criterion scores 5;- Type 6: At least 1 criterion scores 6.
Thus, in the case of having a birthmark on the face with an area over 4 cm², the health rating will be Type 4.
And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP stipulates health standards for military recruitment as follows:
Selecting citizens with health types 1, 2, 3 according to the regulations at Joint Circular 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health - Minister of National Defense regulating the health check for military service.
From the above bases, it is shown that in the case of having a birthmark on the face with an area over 4 cm², it can be determined that the individual has health type 4 and cannot participate in military service.
