Dyed Hair in Light Color Not Allowed for Citizen Identification Card (CCCD)?
Point d Clause 1 Article 12 Circular 07/2016/TT-BCA stipulates as follows:
Officials of the citizen identification management agency take photos, collect fingerprints, and capture identifying features of individuals undergoing procedures for the issuance of the Citizen Identification Card to print on the Citizen Identification Information Receipt Form and the Citizen Identification Card as prescribed.
The portrait photo of the citizen must be a frontal shot, with the head uncovered, clearly showing the face and both ears, not wearing glasses; clothing and demeanor must be serious and respectful; specialized attire is not allowed when taking citizen identification card photos. However, in the case of citizens of a specific religion or ethnicity, it is permitted to wear religious or ethnic ceremonial attire. If a headscarf is worn, it can be kept on during the photo shoot for the citizen identification card provided the face remains clearly visible.
Officials of the citizen identification management agency collect fingerprints of citizens using a fingerprint scanner; in cases where fingers are amputated, deformed, or disabled and fingerprints cannot be taken, then specific details are noted in the corresponding position of the finger.
Hence, currently, there is no document stipulating that having brightly colored hair would prevent one from undergoing the procedures for the issuance of a Citizen Identification Card. It is only required that the head be uncovered, the face and both ears clearly shown,... Therefore, you can still proceed with getting a Citizen Identification Card.
