Answer: According to the provisions of Clause 3, Article 4 of Circular 148/2018/TT-BQP, only citizens with health categories 1, 2, 3 are recruited to join the army according to the health classification standards in the Joint Circular. 16/2016/TTLT-BYT-BQP.

Pursuant to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP , based on the score for 8 indicators recorded in the military service health card to classify health, specifically as follows:

- Type 1: 8 indicators all score 1;

- Type 2: There is at least 1 indicator with a score of 2;

- Type 3: There is at least 1 indicator with a score of 3;

- Type 4: There is at least 1 indicator with a score of 4;

- Type 5: There is at least 1 indicator with a score of 5;

- Type 6: There is at least 1 indicator with a score of 6.

According to this Article, stammering disease (stuttering) is specified in serial number 40, Section II, Appendix 1 issued together with Joint Circular 16/2016/TTLT-BYT-BQP, the indicator is score 3, health type. 3 when repeating words (Example: Milk Milk cow), and health type 4 when prolonging words (Example: dairy dairy cow).

Thus, in order to accurately determine your child's health, you should make a call for military service examination to get the most accurate conclusion from the Military Service Examination Council in Vietnam.

Hello. I want to ask if my family has just been considered a cultural family, will I be able to postpone my military service?

Answer: Pursuant to Clause 1, Article 5 of Circular 148/2018/TT-BQP, the following citizens shall have their conscription postponed:

a) Citizen whose health is unsatisfactory for active military service according to the conclusion of pre-enlistment check-up board.

b) Citizen being the only breadwinner who directly takes care of his relatives who lost working capacity or under working age; citizen being the only breadwinner in a family suffering serious damage to humans and property due to dangerous accidents, disasters, epidemics confirmed by the People’s Committees of the communes, wards, towns (hereinafter referred to as “communes”).

c) Citizen who is a child of sick soldiers, people infected with dioxin and suffering labor capacity reduction from 61% to 80%.

d) Citizen whose biological siblings is a non-commissioned officer/active duty enlisted soldier or a non-commissioned officer/enlisted soldier performing service in People’s Army.

dd) Citizen who subject to emigration or evacuation in the first 03 years to extremely disadvantaged communes according to the socio-economic development project of the State decided by the People's Committees of provinces or higher levels.

e) Citizen who is an official or a youth volunteer assigned to an extremely disadvantage socio-economic area according the law provisions.

g) Citizen who is studying at a compulsory education institution or receiving training or university level at a higher education institution or training of college level at a vocational education institution for a training course of a level.

Thus, according to the above regulations in Vietnam, cases considered to be considered cultural families are not subject to postponement of conscription to perform military service.

If I have asthma, do I have to participate in military service in Vietnam? 

I am currently 18 years old and have been mobilized for military service. But I have dental problems including 7 broken teeth and have had asthma and difficulty breathing since childhood, can I still serve? Sincerely thank.

Accordingly, diseases that lead to citizens not meeting the health conditions for military service are specified in Section II Appendix 1 issued with Joint Circular 16/2016/TTLT-BYT-BQP includes:

- Having 7 teeth with grade 3 or higher cavities: 5T points

- Asthma:

+ Mild asthma without complications: 5 points

+ Moderate and severe asthma, asthma with complications; Bronchial asthma with chronic maxillary sinusitis or nasal polyps: 5 points

Thus, in case you have asthma and difficulty breathing, your health will be ranked 5. In addition, if you have 7 decayed teeth, it will depend on the depth of the teeth to reach a conclusion in Vietnam.

However, in our opinion, if only considering your health condition, your asthma would not qualify you for military service. However, you should have a military service examination to get an accurate conclusion from the Medical Examination Council in Vietnam.
