Pursuant to Article 5 of the 2008 Vietnamese Nationality Law, regulations on the relationships between the State and citizens are as follows:

1. Persons who hold Vietnamese nationality are Vietnamese citizens.

2. Vietnamese citizens have their citizen rights guaranteed by the State of the Socialist Republic of Vietnam and have to fulfill their citizen obligations toward the State and the society as prescribed by law.

3. The State of the Socialist Republic of Vietnam adopts policies to create conditions for Vietnamese citizens in foreign countries to enjoy their civic rights and fulfill their civic obligations in conformity with the circumstance of living away from the country.

4. Rights and obligations of overseas Vietnamese citizens who also hold foreign nationality comply with relevant laws.

At the same time, Clause 2, Article 4 of the 2015 Military Service Law also stipulates:

2. Citizens at the age for military service, regardless of ethnics, sectors, faiths, religions, education levels, occupations or residences, shall complete the military service according to the regulations in this Law.

Thus, when you hold dual nationality including Vietnamese nationality, you are a Vietnamese citizen. Therefore, according to the law, you must participate in military service unless exempted from conscription according to the provisions of the Military Service Law.

Pursuant to Clause 2, Article 41 of the 2015 Military Service Law, these following citizens shall have conscription exempted:

a) Any citizen who is a child of revolutionary martyrs or grade 1 wounded soldiers;

b) Any citizen who is a brother of revolutionary martyrs;

c) Any citizen who is a child of grade 2 wounded soldiers; a child of sick soldiers suffering labor capacity reduction of 81% or above; a child of people infected with dioxin and suffering labor capacity reduction of 81% or above;

d) Any citizen carrying out essential tasks who is not a soldier or a police officer;

dd) Any citizen who is official or youth volunteer assigned to extremely disadvantaged socio-economic area according to the law provisions for 24 months or more;

Thus, according to the above regulations in Vietnam, there is no case where a family with two generations of police officers as you mentioned will have conscription exempted. Therefore, in this case you still have the obligation to participate when the order comes.

Pursuant to Point g, Clause 1, Article 41 of the 2015 Military Service Law stipulates:

1. These following citizens shall have conscription postponed:

g) Any citizen who is studying at compulsory education institutions or receiving training of university level at higher education institutions or training of college level at vocational education institutions for a training course of a level.

So, in this case, you have just graduated from high school and are studying at the Asia-Europe Vocational School, so you are not eligible to postpone conscription in Vietnam. Therefore, the Commune People's Committee's refusal to accept your school's certification is in accordance with the law.
