Do ID Cards Issued in 2017 Need to Be Replaced with Chip-Based Citizen Identity Cards?
At Section 4, Part I of Circular 04/1999/TT-BCA guiding Decree 05/1999/ND-CP, the validity period of the ID card is stipulated as follows:
The ID card is valid for 15 years. Each Vietnamese citizen is only issued one ID card and has a unique ID card number. If there is a change or the ID card is lost, procedures can be carried out to reissue a new ID card, but the number on the ID card will remain the same as the number on the previously issued ID card.
And at Clause 2, Article 38 of the 2014 Law on Citizen Identification, ID cards issued before this Law takes effect (January 1, 2016) will remain valid until the end of the prescribed period; when citizens request, they can be converted to a Citizen Identification card.
Thus, according to the above regulations, your ID card is still valid. Therefore, you are not required to carry out procedures to convert to a chip-based CCCD if you do not have such a request. Additionally, the information that from July 1, CCCD issuance will cease is incorrect. Currently, chip-based CCCD renewal is being conducted, but if you renew before July 1, a 50% fee reduction will be applied (Article 1 Circular 112/2020/TT-BTC).
