Changing the Citizen Identification Card due to administrative location changes: Is there a fee?
According to Clause 1, Article 5 of Circular 59/2019/TT-BTC, the regulations on exemptions for fees when renewing or reissuing the Citizen Identification Card (CCCD) are as follows:
- Renewing the Citizen Identification Card when the State mandates a change in administrative boundaries;
- Renewing or reissuing the Citizen Identification Card for citizens who are the father, mother, spouse, child under 18 years old of a martyr; war invalids, persons entitled to policies equivalent to war invalids; children under 18 years old of war invalids and persons entitled to policies equivalent to war invalids; sick soldiers; citizens permanently residing in border communes; citizens permanently residing in island districts; ethnic minorities living in communes with extremely difficult socio-economic conditions; citizens belonging to the poor households as defined by law;
- Renewing or reissuing the Citizen Identification Card for citizens under 18 years old who are orphans of both parents and without a place of refuge.
Therefore, in your case where your place of permanent residence undergoes an administrative boundary change, the fee for renewing the CCCD will be exempted.
