Changing Names: Is It Allowed for Graduation Exams?
Section 3, Article 28 of the Civil Code 2015 stipulates:
The change of an individual's name does not alter or terminate civil rights and obligations established under the old name.
According to the regulations in Article 6 of Decree 123/2015/ND-CP:
- The birth certificate is the original civil status document of an individual.
- All records and documents of an individual containing information on surname, middle name, first name; date of birth; gender; ethnicity; nationality; place of origin; the parent-child relationship must match the individual's birth certificate.
- In case the content in an individual's records or documents differs from the content in the individual's birth certificate, the Head of the agency or organization managing the records or issuing documents is responsible for adjusting the records and documents to be consistent with the birth certificate.
After changing the surname or first name on the birth certificate, the individual who changed the surname or first name can reissue or adjust the information on the related documents in accordance with the law.
Therefore, if you have changed your name, the related documents will also be reissued, and if the information is adjusted properly, it will not affect your graduation exams.
