Change household registration to a different district in the same province: Is it necessary to change the ID card?

According to Clause 1, Article 5 of Decree 05/1999/ND-CP, the following cases require procedures for changing the Identification Card:

- The Identification Card has expired;

- The Identification Card is damaged and cannot be used;

- Change of surname, name, middle name, date, month, year of birth;

- Change of registered permanent residence outside the province or centrally-run city;

- Change of distinguishing features.

Therefore, in your case, transferring your household registration from Le Thuy district to Quang Ninh district within the same province does not require a change of your Identification Card. Only if you change your registered permanent residence outside the province or centrally-run city would you need to change your Identification Card.
