Cases Temporarily Ineligible for Change of Residence from July 01, 2021

According to Article 5 of Circular 55/2021/TT-BCA (Effective from July 1, 2021), the following cases are temporarily not allowed to change their place of residence:

- Persons specified in points a, b, c, clause 2, Article 4 of the Law on Residence, during the period of restricted freedom of residence, are temporarily not allowed to proceed with the procedures for changing their place of residence unless there is written consent for changing the place of residence from the competent authority and in the case stipulated in clause 3 of this Article.

- Persons residing at a location or area announced by the competent authority as being under quarantine for epidemic prevention and control or declared in a state of emergency, during the application of quarantine measures from the start to the end of the quarantine period, are temporarily not allowed to proceed with the procedures for changing their place of residence.

- Persons subjected to the penalty of residence prohibition are temporarily not allowed to proceed with the residence registration procedures in the places where the residence prohibition penalty applies until they complete the penalty or receive written permission from the competent authority that imposed the penalty.
