Can temporary residence be registered without having received a national ID card (CCCD)?
According to Article 27 of the 2020 Law on Residence, the conditions for temporary residence registration are stipulated as follows:
Citizens who come to reside at a lawful residence outside the administrative unit at the commune level where they have permanently registered to work, study, or for other purposes for 30 days or more must register for temporary residence.
The maximum duration of temporary residence is 2 years and can be extended multiple times.
Citizens are not allowed to register for new temporary residence at the locations stipulated in Article 23 of this Law.
In addition, the temporary residence registration dossier includes:
- A declaration form for changing residence information; for temporary residence registrants who are minors, the form must clearly state the consent of the father, mother, or guardian, except in cases where there is already written consent;- Documents and materials proving lawful residence (rental contract, etc.).
Thus, according to regulations, it is not mandatory to have a chip-based Citizen ID Card (CCCD) to register for temporary residence; you only need to prepare the dossier as mentioned above or go directly to the Commune Police for detailed guidance.
In practice, some places may require you to present your National ID Card (CMND)/CCCD for verification; therefore, you may bring the appointment slip for the CCCD, or the old CMND if requested.
