Can Single Mothers Raising Children Be Considered for Poverty Status?
According to Clause 1, Article 2 of Decree 07/2021/ND-CP, the multi-dimensional poverty approach standard for 2021 is prescribed as follows:
From January 1, 2021, the multi-dimensional poverty approach standard for the period 2016 - 2020 will continue to be implemented according to Decision No. 59/2015/QD-TTg dated November 19, 2015, of the Prime Minister of the Government of Vietnam.
Referring to Article 2 of Decision 59/2015/QD-TTg, the criteria for determining poor households in 2021 are as follows:
* Rural areas: households meeting one of the following two criteria:
- Having an average per capita income/month of 700,000 VND or less;- Having an average per capita income/month above 700,000 VND to 1,000,000 VND and lacking from 03 or more indicators measuring the level of access deprivation to basic social services.
* Urban areas: households meeting one of the following two criteria:
- Having an average per capita income/month of 900,000 VND or less;- Having an average per capita income/month above 900,000 VND to 1,300,000 VND and lacking from 03 or more indicators measuring the level of access deprivation to basic social services.
Thus, the determination of poor households is based on the criteria of average per capita income/month and indicators measuring the level of access deprivation to basic social services. Therefore, if your household meets the above criteria, it is determined to be a poor household.
