Can people under 18 years old hold vehicle registration certificate in Vietnam?
Pursuant to Article 21 of the Civil Code in 2015 stipulating minors as follows:
Minors
1. Minors are persons who are under eighteen years of age.
2. Civil transactions of each child under six years of age shall be established and performed by his/her legal representative.
3. Each person who is from six to under eighteen years of age must have the consent of his/her legal representative to enter in and perform civil transactions, except for civil transactions which are performed for the purpose of meeting the needs of daily life suitable for the age group.
4. Each person who is from fifteen to under eighteen years of age is entitled to enter in and perform civil transactions by himself/herself, except for civil transactions related to real estate, movables required registration and other civil transactions as prescribed by law that are subject to the consent of his/her legal representative.
As regulations above, there is no specific regulations on eligible age for holding vehicle registration certificate in Vietnam.
However, based on the age for civil transactions, people from 15 years old to under 18 years old can establish and perform civil transactions on their own. Except for civil transactions related to real estate, movable property that must be registered and other civil transactions according to regulations, the consent of the legal representative must be obtained.
On the other hand, vehicles are movable property that must be registered. Therefore, people from 15 years old to under 18 years old can have the car registered in their name but must have their parents' consent.
What is the eligibility age for operating motorbikes in Vietnam?
Pursuant to Clause 2 Article 59 of the Law on Road Traffic in 2008 stipulating driver licenses as follows:
Driver licenses
1. Depending on types, engine capacity, mass and utilities of motor vehicles, driver licenses are classified into driver licenses with unlimited validity and driver licenses with limited validity.
2. Driver licenses with unlimited validity are of the following categories:
a/ Category A1, granted to drivers of motorcycles with a cylinder capacity of between 50 cm3 and under 175 cm3;
b/ Category A2, granted to drivers of motorcycles with a cylinder capacity of 175 cm3 or higher and those prescribed for category-A1 driver licenses;
c/ Category A3, granted to drivers of three-wheeled motor vehicles and those prescribed for category-A1 driver licenses and similar vehicles.

Pursuant to Clause 1 Article 60 of the Law on Road Traffic in 2008 stipulating age and health of drivers as follows:
Age and health of drivers
1. The driver age is prescribed as follows:
a/ Persons aged full 16 years or older may drive mopeds with a cylinder capacity of under 50 cm3;
b/ Persons aged full 18 years or older may drive motorcycles, three-wheeled motor vehicles with a cylinder capacity of 50 cm3 or higher and vehicles with similar structure; trucks, tractors with a mass of under 3,500 kg; passenger cars of up to 9 seats;

As regulations above, persons aged full 18 years or older may drive motorcycles with a cylinder capacity of 50 cm3 or higher.
What are requirements for driving learners in Vietnam?
Pursuant to Article 7 of the Circular 12/2017/TT-BGTVT (supplemented by Clause 5 Article 1 of the Circular 38/2019/TT-BGTVT) stipulating requirements for driving learners in Vietnam as follows:
- Vietnamese citizens, foreigners who are eligible for residing, working or studying in Vietnam.
- Minimum ages (to the time of attending the test), health and educational level as prescribed; those who apply for license upgrade may learn in advance but must be old enough to attend the test as prescribed.
- Learners that apply for a license upgrade must obtain time and number of kilometers of safe driving as follows:
+ B1 class with automatic transmissions to B1: at least 01 year of driving and 12,000 km of safe driving;
+ B1 class to B2: at least 01 year of driving and 12,000 km of safe driving;
+ B2 class to C, C class to D, D class to E; B2, C, D, E classes to F; D, E classes to FC: at least 03 years of practicing as a driver and 50,000 km of safe driving;
+ B2 class to Article, C class to E: at least 05 year of practicing as a driver and 100,000 km of safe driving.
+ If a learner who applies for a license upgrade commits administrative violation against regulations on road traffic and has his/her driving license suspended, the safe driving period shall begin from the date on which he/she finishes abiding by the decision on penalty for administrative violation.
- Learners that apply for upgrade their license to D, E classes must obtain lower secondary education degree or above.
