Can overseas Vietnamese enter Vietnam under Resolution 79?

According to Article 1 of Resolution No. 79/ND-CP of 2020, the regulations state: The list of countries whose citizens are granted electronic visas pursuant to Clause 10, Article 1 of the Law amending and supplementing a number of articles of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019.
On the other hand, Article 2 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 specifies that the subjects of application include foreigners entering, exiting, transiting, and residing in Vietnam, Vietnamese state management agencies, organizations, individuals, and related foreign organizations and individuals.
According to the information you provided, you are a Vietnamese national residing abroad and therefore do not fall under the entry category into Vietnam according to Resolution No. 79/ND-CP of 2020 (effective July 1, 2020).
You will enter Vietnam in accordance with the provisions of Decree No. 136/2007/ND-CP, the Law on Exit and Entry of Vietnamese Citizens 2019 (effective July 1, 2020).
