Answer: Pursuant to Section II Appendix 1 Classification of health according to physical strength and diseases issued together with Joint Circular 16/2016/TTLT-BYT-BQP, there are provisions:
Congenital skin defects, birthmarks of all types:
- Area less than 3cm2, not in the face - neck area: Score 1
- Area from 3 - 9cm2 not in the face - neck area, or area less than 3cm2 in the face - neck area: Score 2
- Area from 10 - 20cm2 not in the face - neck area, or area from 3 - 4cm2 in the face - neck area: Score 3
- Area over 4 cm2 in the face - neck area, or area over 20 cm2, or scattered in many places: Score 4
According to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, based on the score for 8 indicators recorded in the military service health card to classify the health of citizens participating in military service medical examination, specifically as follows:
- Type 1: 8 indicators all score 1;
- Type 2: There is at least 1 indicator with a score of 2;
- Type 3: There is at least 1 indicator with a score of 3;
- Type 4: There is at least 1 indicator with a score of 4;
- Type 5: There is at least 1 indicator with a score of 5;
- Type 6: There is at least 1 indicator with a score of 6.
Thus, in case of a birthmark on the body, depending on the location and area according to the above regulations in Vietnam, the health level will be from type 1 to type 4.
And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP has regulations on health standards for military recruitment as follows:
a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
From the above bases, it can be seen that if you have a birthmark and are determined to have health from type 1 to type 3, you can still participate in military service. If you are determined to have health level 4, you cannot participate in military service in Vietnam.

Answer: According to the health standards for military recruitment specified in Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP:
a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
In addition, one of the principles when recruiting troops is: Recruit sufficient quantity, ensure quality, set standards from high to low; Implement democracy, fairness, openness, safety, and savings.
Thus, it is possible to recruit citizens with health levels 1, 2, 3 according to regulations in Vietnam. Citizens with health category 3 are still able to participate in military service if citizens with health category 1 or 2 still do not meet the required number of military recruits.

Burn scars and other scars due to other causes: Small, healed, affecting aesthetics (face, neck):
- Little: Score 3
- Many: Score 4
According to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, based on the score for 8 indicators recorded in the military service health card to classify the health of citizens participating in military service medical examination, specifically as follows:
- Type 1: 8 indicators all score 1;
- Type 2: There is at least 1 indicator with a score of 2;
- Type 3: There is at least 1 indicator with a score of 3;
- Type 4: There is at least 1 indicator with a score of 4;
- Type 5: There is at least 1 indicator with a score of 5;
- Type 6: There is at least 1 indicator with a score of 6.
Thus, cases of burn scars in the neck area (small, healed, affecting aesthetics) will have health type 3 to 4 depending on the case more or less.
