Can I get a citizen identity card if I lose my finger in Vietnam? Can people over 60 years old change their citizen identity cards in Vietnam? What are regulations on time limit for grant, renewal or re-grant of citizen identity cards in Vietnam?

Hello everyone, let me ask you, I was cutting wood before, but due to carelessness, the saw cut off my right thumb. Now that the government has a policy of making citizen identification cards, I don't know if I lost a finger like me, will I be able to get citizen identity cards?

Can I get a citizen identity card if I lose my finger in Vietnam?

In Article 5 of Circular 60/2021/TT-BCA, there are regulations on collecting citizen information as follows:

After receiving the request for issuance, exchange, or re-issuance of Citizen identity Cards, the citizen information collection officer shall carry out the following:

1. Search for citizen information in the National Population Database to prepare documents for issuance, exchange, and re-issuance of Citizen identity cards.

a) In case citizen information is already in the National Population Database and there are no changes or adjustments, use citizen information in the National Population Database to prepare documents for issuance, exchange, and re-issuance of Citizen identity cards.

b) In case citizen information is already in the National Population Database but there are changes or adjustments, citizens are requested to present legal documents proving the changed content to update and supplement the information in the application for issuance, exchange, and re-issuance of Citizen identity Cards.

c) In case citizen information is not yet included in the National Population Database, citizens are requested to present one of the legal documents proving the content of personal information to update the information in the profile, exchange, re-issuance of Citizen identity card.

2. Select the type of Citizen identity Card (issuance, exchange, re-issuance) and describe the identity of the citizen.

3. Collect citizen's fingerprints according to the following steps:

Collect flat fingerprints of the 4 fingers of the right hand (index finger, middle finger, ring finger, little finger);

Collect flat fingerprints of the four fingers of the left hand (index finger, middle finger, ring finger, little finger);

Collect flat fingerprints of two thumbs together;

Receive 10-finger fingerprints in order: Right thumb, right index finger, right middle finger, right ring finger, right little finger, left thumb, left index finger, left middle finger, left ring finger, left youngest.

In case 10 citizen's fingerprints are not captured, describe and enter information about the status of fingerprints not being captured.

4. Take portrait photos of citizens

Portrait photos of citizens when carrying out procedures for issuance, exchange, and re-issuance of Citizen identity Cards must be color photos, white background, frontal view, bare head, clear face, clear ears, no glasses; Dress and manners are serious and polite. In the case of citizens following a religion or ethnicity, they are allowed to wear that religious or ethnic outfit. If they have a headgear, they can keep it intact but must ensure their face and ears are clear.

Based on current regulations in Vietnam, in case you lose your right thumb, you can still get a citizen identity card. When all 10 fingerprints of a citizen cannot be collected, the citizen information collection officer will describe and enter information about the status of the fingerprints that were not captured.

 

Can people over 60 years old change their citizen identity cards in Vietnam?

In Article 23 of the 2014 Citizen Identification Law, there are regulations on cases of renewal or re-grant of citizen identity cards as follows:

1. A citizen identity card shall be renewed in the following cases:

a/ The cases specified in Clause 1, Article 21 of this Law;

b/ The card is damaged and unusable;

c/ Change of family name, middle name, first name and characteristics for identification of the card holder;

d/ Gender re-assignment or native place re-determination;

dd/ There is incorrect information in the citizen identity card;

e/ Upon request of the card holder.

2. A citizen identity card shall be re-granted in the following cases:

a/ It is lost;

b/ The card holder has Vietnamese nationality restored under the Law on Vietnamese Nationality.

According to this Article, people over 60 years old can still have their citizen identity cards changed in the following cases: The card is damaged and cannot be used; Change information about last name, middle name, first name; identity characteristics; Redefining gender and hometown; There are errors in information on the Citizen identity card upon request in Vietnam.

What are regulations on time limit for grant, renewal or re-grant of citizen identity cards in Vietnam?

In Article 25 of the 2014 Citizen Identification Law, there are regulations on time limit for grant, renewal or re-grant of citizen identity cards as follows:

From the date of receiving a complete dossier as prescribed in this Law, a citizen identification management agency shall grant, renew or re-grant a citizen identity card for a citizen within:

1. Seven working days, in cities or towns, in case of grant and renewal; or 15 working days, in case of re-grant;

2. Twenty working days, in highland mountainous, border and island districts for all cases;

3. Fifteen working days, in remaining areas for all cases;

4. Based on the roadmap for administrative reform, the Minister of Public Security shall stipulate the shortening of the time limit for grant, renewal and re-grant of citizen identity cards.

Thus, time limit for issuing citizen identity cards will be implemented according to the above regulations in Vietnam.
