Can I Get a Citizen Identification Card If I Have a Missing Finger Joint?
According to Clause 3, Article 5 of Circular 60/2021/TT-BCA, the regulations on collecting citizen information when issuing or reissuing the Citizen Identity Card (CCCD) are as follows:
Fingerprint collection of citizens follows these steps:
Collecting flat fingerprints of 4 fingers of the right hand (index finger, middle finger, ring finger, little finger);
Collecting flat fingerprints of 4 fingers of the left hand (index finger, middle finger, ring finger, little finger);
Collecting flat fingerprints of both thumbs;
Collecting rolled fingerprints of 10 fingers in the following order: right thumb, right index finger, right middle finger, right ring finger, right little finger, left thumb, left index finger, left middle finger, left ring finger, left little finger.
In case it is not possible to collect all 10 fingerprints of the citizen, describe and input information about the condition of the fingerprints that cannot be collected.
Thus, in the case of your father who has lost a finger segment, he is still eligible to be issued a CCCD card. During the fingerprint collection process, the officer will record, describe, and input information regarding your father's fingerprint condition.
