Can damaged marriage registration certificates be reissued in Vietnam?
My name is Binh and I am 30 years old. My wife and I have been married for 3 years due to some negligence, so my marriage registration certificate was torn. I would like to ask if I can apply for another marriage registration certificate? At which agency do you apply for re-issuance?

Pursuant to Clause 9, Article 4 of the Law on Civil Status 2014 provides for civil status extracts as follows:
9. Civil status extract means a document issued by a competent state agency proving a civil status event of an individual already registered at a civil status registration agency. The original civil status extract shall be issued immediately after a civil status event is registered. Copies of a civil status extract include copies of civil status extracts issued from the civil status database and certified copies of original civil status extracts.
In Clause 2, Article 3 of Decree 23/2015/ND-CP stipulating that:
1. Copies issued from master registers have legal value when being used as substitutes for originals in transactions except otherwise prescribed by the law;
2. Copies certified as true from originals under this Decree have legal value when being used as substitutes for originals in transactions except otherwise prescribed by the law;
3. Authenticated signatures under this Decree have legal value in determining signer and his/her liabilities for the paper, document signed.
4. Authenticated contract under this Decree has legal value in serving as evidence of the time and venue where the contract is executed; civil capacity, willingness, signatures or append fingerprints of contracting parties.
In addition, according to Article 63 of the Law on Civil Status 2014 stipulating issue of civil status extract copies on registered civil status events:
Individuals, regardless of their places of residence, have the right to request the civil status database-managing agency to issue civil status extract copies on their registered civil status events.
In addition, in Article 4 of the Law on Civil Status 2014 there is a provision:
1. Civil status registration agency is the People's Committee of a commune, ward or township (below referred to as commune-level People's Committee), the People's Committee of a rural district, urban district, town or provincial city or an equivalent administrative unit (below referred to as district- level People's Committee) or an overseas Vietnamese diplomatic mission or consular office (below referred to as representative mission).
Thus, the original marriage registration certificate is only issued once after the marriage event is registered. When citizens lose, tear or damage the original, they will apply for a re-issue, and a copy will be issued, the use value of the copy will be the same as the original. The registration for the issuance of a marriage registration certificate will take place at the civil status registration office in Vietnam.
