Can American nationals be admitted to the Communist Party?
According to Clause 2, Article 1 of the 2011 Charter of the Communist Party of Vietnam, regulations regarding Communist Party members are as follows:
- Vietnamese citizens aged eighteen or older who acknowledge and voluntarily implement the Political Platform, Charter of the Communist Party, standards, and obligations of party members, participate in a grassroots party organization, and have proven to be excellent and trusted by the people through practical experience, can be considered for admission to the Communist Party.
In Article 5 of the 2008 Vietnam Nationality Law, the following provisions are stipulated:
1. Individuals with Vietnamese nationality are Vietnamese citizens.
Vietnamese citizens are guaranteed civil rights and must fulfill their civil obligations to the State and society as prescribed by law by the Socialist Republic of Vietnam.
The Socialist Republic of Vietnam has policies enabling Vietnamese citizens abroad to enjoy civil rights and fulfill civil obligations, suitable to their living conditions abroad.
The civil rights and obligations of Vietnamese citizens who also hold foreign nationality and reside abroad are governed by relevant legal provisions.
Based on current regulations, only Vietnamese citizens can be admitted to the Communist Party. According to the regulations, a Vietnamese citizen is someone with Vietnamese nationality. Therefore, an individual with American nationality cannot be admitted to the Communist Party.
Duties of Communist Party members
According to Article 2 of the 2011 Charter of the Communist Party of Vietnam, the duties of Communist Party members are as follows:
Communist Party members have the following duties:
To be absolutely loyal to the revolutionary goals and ideals of the Communist Party, strictly abide by the Political Platform, Charter of the Communist Party, resolutions, directives of the Communist Party, and laws of the State; to fulfill assigned tasks well; to fully comply with the assignments and mobilizations of the Communist Party.
To continuously study, train, and improve their knowledge, work capacity, political qualities, and revolutionary ethics; to live a healthy lifestyle; to fight against individualism, opportunism, regionalism, bureaucracy, corruption, waste, and other negative manifestations. To comply with the Central Executive Committee's regulations on what party members are not allowed to do.
To closely connect with the people, respect and promote the people's rights of mastery; to care for the material and spiritual life and protect the legitimate interests of the people; to actively participate in mass work and social work at the workplace and residence; to propagate and mobilize family and people to implement the guidelines and policies of the Communist Party and laws of the State.
To participate in building, protecting the party's lines, policies, and organizations; to comply with discipline and maintain unity within the Communist Party; to regularly practice self-criticism and criticism, and to be honest with the Communist Party; to engage in party membership development work, participate in party activities, and pay party dues appropriately.
