Citizens falling into one of the following cases shall be eligible for permanent residence registration in centrally controlled cities:
- Persons who are allowed to be included in the household registration book of their family by the book holder, if falling into one of the following cases:
d) Single adults living with their paternal or maternal grandparents, siblings, uncles, aunts, paternal and maternal uncles.
...”
Therefore, your 19-year-old single relative living with you is eligible for household registration.
