Can a copy of a birth certificate in Vietnam be used to prove eligibility for visa exemption? How long does it take to process a visa exemption certificate at the overseas visa-issuing authorities of Vietnam?
Hello, I am a Vietnamese person living in the United States and now I want to go back to Vietnam to visit relatives. If I go to the visa-issuing authority of Vietnam in the US to apply for a visa exemption certificate, can I use a copy of the birth certificate issued in Vietnam to prove that I qualify for the visa exemption? Please advise.

According to Article 6 of Decree 82/2015/ND-CP regulating the dossier for requesting visa exemption as follows:
The applicant for visa exemption shall submit 01 set of dossier including:
1. Passport or valid international travel document or residence permit issued by the competent authority of a foreign country to Vietnamese residing abroad.
2. Application form for issuance or re-issuance of visa exemption certificate with 02 photos attached (01 photo affixed to the form).
3. Documents proving eligibility for visa exemption:
a) Vietnamese residing abroad shall submit a copy authenticated from the original or accompanied by the original for comparison of one of the following documents: Birth certificate, decision to renounce Vietnamese citizenship or certificate confirming loss of Vietnamese citizenship, other documents indicating Vietnamese citizenship or having the value of proving Vietnamese citizenship of that person before;
b) Foreigners shall submit a copy authenticated from the original or accompanied by the original for comparison of documents proving that they are spouses, children of Vietnamese citizens or Vietnamese residing abroad;
c) In case there is no document proving that the person is Vietnamese residing abroad, the competent authority issuing visas of Vietnam abroad shall base on the value of the applicant's documents, including stating that the person is of Vietnamese origin, to consider, decide on the acceptance of the dossier.
Therefore, if you are a Vietnamese residing in the US when applying to the overseas visa-issuing authority of Vietnam for issuance of visa exemption certificate to visit relatives, you can use a copy of the birth certificate issued in Vietnam authenticated from the original or accompanied by the original for comparison.

How long does it take to process a visa exemption certificate at the overseas visa-issuing authorities of Vietnam?
According to Article 7 of Decree 82/2015/ND-CP regulating issuance of visa exemption certificate at the competent authority of Vietnam abroad as follows:
1. The applicant for visa exemption residing abroad shall submit the dossier as prescribed in Article 6 of this Decree to the competent authority of Vietnam abroad.
2. Within 01 working day from the date of receiving the complete dossier, the competent authority of Vietnam abroad shall send the list of applicants for visa exemption certificate to the Immigration Department.
3. Within 03 working days, the Immigration Department shall consider, respond to the competent authority of Vietnam abroad.
4. Within 01 working day from receiving the notification from the Immigration Department, the competent authority of Vietnam abroad shall issue the visa exemption certificate.
