Barcode ID Card Lost: Can Chip-Based ID Cards Be Issued at Temporary Residence?
According to Clause 2, Article 23 of the Law on Citizen Identification 2014, the cases for reissuance of the citizen identification card include:
- Loss of the citizen identification card;
- Reacquisition of Vietnamese nationality as stipulated by the Law on Vietnamese Nationality.
And under Article 26 of this Law, citizens can choose one of the following places to complete the procedures for issuance, replacement, or reissuance of the citizen identification card:
- At the citizen identification management agency of the Ministry of Public Security;
- At the citizen identification management agency of the Provincial Police or the Police of centrally-run cities;
- At the citizen identification management agency of the District Police, district-level towns, cities under the province, and equivalent administrative units;
- The competent citizen identification management agency may organize the procedures for issuance of citizen identification cards at communes, wards, commune-level towns, agencies, units, or at the citizen's residence in necessary cases.
Thus, based on this regulation, citizens can go to the police agency where they are temporarily residing to carry out the procedures for reissuance of the citizen identification card.
However, currently, the national population database has not yet been put into operation; therefore, you should contact the police agency where you are temporarily residing to inquire if reissuance support is available, to avoid wasting time.
