Are Vietnamese citizens who weigh 47 kg and have a height of 1.65m eligible for conscription?
Under Point a Clause 3 Article 4 of Circular 148/2018/TT-BQP on health requirements for drafting in Vietnam:
Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for a pre-enlistment check-up.
Under the standards for health classification by physical strength (Table 1) issued together with Joint Circular 16/2016/TTLT-BYT-BQP:

Thus, Vietnamese male citizens who weigh 47 kg and have a height of 1.65m will have health type 2.
Additionally, the BMI index will be considered in cases of being overly overweight or underweight (see the guidance for pre-enlistment check-ups).
The BMI index is considered in cases that meet physical standards but have an imbalance between height and weight: individuals with a BMI ≥ 30 are not accepted.
In this case, the BMI of this male citizen is 17.26.
Therefore, from the above regulations, the physical condition of this male citizen still meets the health requirements for conscription in Vietnam.
